Arbitration

• Party-appointed arbitrator in an AmCham Perú arbitration involving a telecommunications services dispute between a value-added services provider and a mobile telecommunications operator.
• Party-appointed arbitrator in a Lima Chamber of Commerce arbitration involving a dispute related to the renewal of electricity meters.
• President of the arbitral tribunal in a corporate dispute between private parties.
• President of the arbitral tribunal in a real estate dispute involving a sale agreement and earnest money.
• Arbitrator in a construction dispute involving a public-private partnership project in Ica, Peru.
• Acted as arbitrator in 13 cases before joining the Constitutional Court of Peru, serving as sole arbitrator, co-arbitrator, and president of arbitral tribunals in disputes involving infrastructure, commercial contracts, professional services, telecommunications, and regulated industries.
• This experience included an international arbitration, administered by the Arbitration Center of the Lima Chamber of Commerce, concerning mobile-to-fixed call termination charges and the relationship between sector regulation, competition policy, and contractual stability.

Expert and Advisory Work

• Legal expert and advisor in matters involving Peruvian constitutional law, administrative law, regulatory law, and public institutions.
• Member, on three occasions, of the Advisory Council to the Constitutional and Rules Committee of the Congress of Peru, 2012–2013, 2022–2023, and 2026. Member of the Advisory Commission providing specialized constitutional advice to the Presidency of the Republic of Peru, 2023–2024.
• External legal advisor to the Presidency of Ositrán, Peru’s transportation infrastructure regulator, September–December 1999.
• Prepared expert opinions for leading Peruvian law firms in disputes involving constitutional, regulatory, and public law issues.

Public Service and Adjudication

• Justice of the Constitutional Court of Peru from 2014 to 2022, including service as Vice-President of the Court in 2022.
• Ambassador and Permanent Representative of Peru to the Organization of American States, 2024–2025.
• Member for Peru of the European Commission for Democracy through Law, known as the Venice Commission, 2017-2022.
• Member of Osinergmin’s User Appeals Board for energy public utilities, 2003–2014.
• Member of the Antitrust Commission and the Market Access Commission at Indecopi, Peru’s competition authority; chaired the latter for five years, 2000–2013.
• Member of the Users Tribunal of Osiptel, Peru’s telecommunications regulator, 1995–2003; Director of the Arbitral Court of Osiptel’s Arbitration Center, 2001–2003.
